Is $13,000 to repair/replace a roof a fair price?

I paid £13,000 for a recent roof repair/replacement from a company that is now dissolved. I had already paid a £2,000 deposit, and my partner was pressed for the full remaining amount on the final day of work, when it was dark. A few days later, I noticed light coming through the roof and a small leak on the party wall. The company ghosted me for 6 months and is now dissolved, making the promised 25-year guarantee null and void. I've had 4 different roofing companies look at it; 3 said I need a completely new roof, or they wouldn't guarantee repairs. I'm now considering a £1500 quote to make it watertight and am unsure if it's legitimate or worth the risk.
