Is $850 to replace 40 cracked tiles on a pitched roof a fair price?

I'm absolutely fuming right now. I hired a roofer three weeks ago who seemed legit and showed photos of previous work. He started the job, stripped off the damaged tiles, and then said he needed to order battens because some were rotten. He left my roof partially exposed with just a tarp over it. After delays and excuses about supplier issues and a family emergency, he has now walked off the job halfway through and is ignoring my calls. My roof is still half-done with a tarp flapping about. A mate of mine thinks this is a classic move where they take on too many jobs. I'm now stuck and need advice on whether to cut my losses and get someone else in or keep chasing this person.
