Is $18,500 to install a metal roof a fair price?

My roof is looking very rough, and I'm unsure if I can wait another year or two to replace it, especially since we live in Canada with hot summers and very cold winters. I'm considering a metal roof and received a quote for one that involves installation directly over existing shingles, which I'm asking if is common. The previous roof was done in 2010 and only lasted 15 years, possibly due to insufficient ventilation, so I plan to get more ventilation when the roof is redone. My father-in-law, who owned this home for 30 years, thinks I can wait, but I wanted a second opinion as it doesn't seem right to me. As a 25-year-old first-time homeowner, I have no reference for what a 'too far gone' roof looks like, and only one side looks bad, so I was hoping to save for another year. We also experienced significant hail a few years ago.
