Is $18,500 to install a metal roof a fair price?

My roof is looking REAL rough. I'm wondering if I should do it this summer or if I could wait another year or two (I live in Canada with hot summers and very cold winters). I’m considering a metal roof. I got a good quote for one but they said they install directly over the shingles, and I'm wondering if that's common.
