Is $791 to repair roof after branch puncture a fair price?

Project Details

I had a roof repair done at my cottage after a branch punctured the roof. The roofer originally quoted $500–600 over the phone, but then I didn’t hear from him for over 3 weeks. Out of nowhere, I got a message saying it was done, with no warning or chance to approve or decline. The invoice is for $791. When I looked in the attic, the original hole is still visible, and no new plywood appears to have been installed, just a short piece of wood that looks loosely placed with visible screws that don’t seem to go through the piece. I don’t see any metal flashing or reinforcement from below. I expected the damaged decking to be cut cleanly and replaced, secured properly, and then sealed and re-shingled. I want to double-check everything this weekend by fully entering the attic and inspecting from underneath before confronting him.
