Is $11,500 to replace damaged plywood and re-enforce rafters a fair price?

We're getting our tile roof lifted and relayed and midway through the process the roofer is telling us the plywood is not staggered properly, has rusting nails is is buckling in a lot of places and needs to be replaced. We had multiple roofers over for the initial job and are ok with the proposed work but this looks a bit excessive.
