Is $1,800 to install critter guards and repair solar panel wiring a fair price?

My next door neighbor's pool guys heard rustling noises near my house and found a creature stuck in my downspout drainage system. They detached the downspout to free it. I have a 2023 31-panel Enphase solar system. The chewed wires found were not yet affecting the system.
