Is $13,000 to install 10-15 solar panels a fair price?

I've received a solar proposal through Solar United Neighbors, where a company bids on proposals with competitive rates. I use a large amount of power, nearly 18000kw a year, due to a hot tub. I'm concerned about a major outlay of cash to offset 75%+ of my power usage, but I don't want to miss out on the 30% federal tax credit. My roof is in the upper midwest and receives a fair amount of snow. I'm wondering if it makes financial sense to install a small number of panels now to receive the credit and then upgrade in the future, and if the equipment installed now would be compatible with future upgrades.
