Is $13,500 to install a Tesla Power Wall 3 and replace inverter a fair price?

I am in Portland, OR. I have a 15-year-old solar system with 10 panels, installed by previous homeowners. The original installer was bought out by Tesla, so working with them isn't an option. My system stopped working over the summer due to chewed wires (squirrels), which were fixed, but the inverter is now fried. I am wondering if this quote is reasonable and if anyone has experience with the Wattsmart Battery Incentive. I really do not want to be involved with Tesla and have already asked for non-Tesla options. I am leaving the existing panels and wires but starting fresh with the battery and inverter.
